Andhra Pradesh Extends Support to Election Workforce with Special Casual Leave

The Andhra Pradesh Government has taken a laudable step to recognize the hardwork and dedication of Presiding Officers and Assistant Presiding Officers during elections. Through G.O.Ms.No.119 dated 25-04-2014, issued by the General Administration (Elections-B) Department, the state has ordered the granting of special casual leave to these officials on the day following poll duty.

The Rationale Behind the Order

Election duty is a demanding responsibility that often requires officials to work late into the night. As highlighted in the order, Presiding Officers and Assistant Presiding Officers frequently have to hand over polled ballot boxes, EVMs, and other election materials at designated reception centers, sometimes not returning home until 1 AM or 2 AM.

Acknowledging the arduous nature of this task, the government responded to a representation from Sri K. Seetaramam of Hyderabad, who requested special casual leave for these officials on the next day of the poll.

Eligibility Criteria

The special casual leave is applicable to staff members drafted as Presiding Officers and Assistant Presiding Officers during General/Bye Elections to the House of People and Andhra Pradesh Legislature (Assembly and Council Constituencies).

To avail the leave, officials must produce a leave letter along with an Election Duty Certificate issued by the concerned Returning Officer at the reception center. This certificate serves as proof of their polling duty.

However, it’s important to note that reserve Presiding Officers and Assistant Presiding Officers are not eligible for this facility.

Implementation and Communication

Procedure for Availing Special Casual Leave

  • Presiding Officers and Assistant Presiding Officers must obtain an “Election Duty Certificate” from the concerned Returning Officer at the reception center after handing over all relevant election materials.
  • The Election Duty Certificate, along with a leave letter, must be produced to the respective leave sanctioning authority.
  • All Departments of the Secretariat, Heads of Departments, and District Election Officers are requested to communicate these instructions to the concerned leave sanctioning authorities.

The government has directed all leave sanctioning authorities to grant the special casual leave to eligible officials upon submission of the required documents. District Election Officers have been instructed to ensure that Returning Officers issue the necessary Election Duty Certificates to Presiding Officers and Assistant Presiding Officers who have attended polling station duty.

All Departments of the Secretariat, Heads of Departments, and District Election Officers have been requested to communicate these instructions to the concerned leave sanctioning authorities for smooth implementation.

Importance of the Order

The special casual leave granted by the Andhra Pradesh Government recognizes the dedication and long hours put in by Presiding Officers and Assistant Presiding Officers during elections. It ensures that these officials can take a well-deserved rest after their poll duty. This measure promotes the smooth conduct of elections and acknowledges the vital role played by election officials.
