Railway Board Emphasizes Importance of Providing Water Bottles to Track Maintainers

In a recent circular (No. 2024/E(W)/20/3 dated 09.05.2024), the Railway Board has reiterated the instructions regarding the provision of water bottles to track maintainers, including erstwhile gangmen, trackmen, keymen, mates, and patrolmen. With the onset of intense heat wave conditions across the country, the Civil Engineering Directorate has requested adherence to these guidelines to ensure the well-being of these essential workers.

Key Highlights of the Circular

The circular draws attention to Item No. 11 of the Board’s letter No. E(W)95UN1-19 dated 27.12.2005, which advised railways to provide eligible employees with 2-liter water bottles equipped with proper heat insulation. This measure aims to keep water cool for 5-6 hours, allowing track maintainers to stay hydrated during their demanding outdoor duties.

Importance of Hydration for Track Maintainers

Track maintainers play a crucial role in ensuring the safety and smooth operation of railway networks. Their work often involves extended periods of physical labor under harsh weather conditions, particularly during intense heat waves. Proper hydration is essential for maintaining their health, productivity, and overall well-being.

Reference Letter Detailing Uniform and Accessory Guidelines

The recent circular from the Railway Board refers to a previous letter, No. E(W)95UN1-19 dated 27.12.2005, which provided comprehensive guidelines on the issue of uniforms and other accessories to track maintainers, including gangmen, keymen, mates, and patrolmen. This reference letter was a result of a committee constituted by the Railway Board, comprising Executive Directors from various departments. The committee was tasked with reviewing the existing norms and specifications for uniforms and protective garments supplied to these categories of staff, as well as examining the need for additional items. After extensive consultations with various gangs, units, and railway officials, the committee framed recommendations regarding the supply of uniforms, protective equipment, and accessories. These recommendations covered a wide range of items, including shirts, trousers, jerseys, overcoats, shoes, rain coats, head gear, gloves, socks, and luminescent vests. Notably, the committee introduced the provision of insulated 2-liter water bottles to keep water cool for 5-6 hours, recognizing the importance of hydration for these outdoor workers. The reference letter provided detailed specifications, scales, and descriptions for each item, ensuring that track maintainers are adequately equipped to perform their duties safely and comfortably. Railways were advised to implement the revised yardstick immediately after exhausting their existing stock of uniforms and accessories, adhering to the guidelines outlined in the Dress Regulations, 2004, for all other purposes.
